I have been chatting a little to both retired people and keen young students who are fans of fusion research, and they have indicated they would be willing to move and live in a new community if it meant they could work on fusion research.

So perhaps, one way of attracting the right sort of people, is to establish research centres, be it for fusion, or any other project which perhaps is underfunded around the world.

I know this is more of an resource drain than production of, but used in harmony within a proto-technate, could help provide an influx of educated and civilised personel, as well as spin off developments from having such a group of people together.

I advise you to invite people here to discuss. Chief candidates, except for fusion-people, are nano-tech people, robotics people and people researching in biotech.

Very true Enrique. I always assumed this to be a given, but it's good that someone has said it. The research centers would be a great attraction indeed. They are also essential to providing a growing, sustainable community.
